Money and staff are obstacles to plans

Lack of human and financial resources are the
most common barriers to developing community strategies and local
strategic partnerships, according to local authorities across
England and Wales.

Survey findings published last week by the
Local Government Association reveal that in the absence of new
resources, councils say they are having to re-allocate existing
resources to develop their community strategy and LSPs.

Lack of coterminosity with partners,
difficulties working with businesses, and lack of skills and
competencies are also cited as obstacles.
