Cardiff considers ‘children’s champion’ plan

Cardiff council is proposing the appointment of a ‘children’s
champion’ in the wake of a damming joint review, writes
Alex Dobson.

The authority has published a draft ‘white paper’ that contains
recommendations including the appointment of an independent
commissioner for adults, and as part of a ‘gateway to services’,
frontline social workers will be placed in primary schools and
doctors surgeries.

The white paper follows a wide-ranging consultation carried out
by the council, and is due to be debated at a council meeting on 27
February.

Key recommendations include:

* Additional resources available in the immediate term to target
those aspects of service delivery under most pressure

* Establish an independent chair of the area child protection
committee to ensure that the child protection system is
improved

* Procure a wider range of services from the independent and
voluntary sectors
