Watchdog spells out what ‘best’ means

Councils that perform best on the social care element of the
comprehensive performance assessment liaise better with local
people and service users, a report from the Audit Commission
published this week suggests.

It claims that the best performing councils have a clear idea of
the role of social care in the well being of their community and
ensure good professional practice by developing skilled people.
They also operate in partnership to deliver jointly commissioned
services.
