Blunkett expands penalty scheme

Fixed penalty notices are to be extended nationwide following a
successful pilot scheme, the home secretary told the Police
Federation Conference last week.

David Blunkett said 3,040 notices had already been issued and had
helped police officers tackle public order offences and crimes
without spending hours on paperwork.

Community support officers would be able to issue fixed penalty
notices for graffiti, fly-posting and for parents of truanting
children under the Antisocial Behaviour Bill.
