Scots body outlines new ratings process

Scottish councils will not receive a single label such as “good” or
“five star” under the Best Value audit process, Audit Scotland has
said.

Scotland Audit said it would instead aim to provide “as clear a
picture as possible” of the overall performance of the council at
the end of the process.

The audit is being introduced to cover statutory duties for
councils under the Local Government in Scotland Act 2003. Scottish
local authorities will be checked to ensure that they have made
arrangements for reporting to the public on their performance, Best
Value in service delivery and maintenance of the community planning
process.

The first Best Value audits will begin early next year following
approval of the process from the Accounts Commission.
