Public inquiry ordered into racist killing at young offenders institution

The law lords have ordered a public inquiry into the racist killing
of an Asian teenager by his cellmate in Feltham young offenders
institution.

The lords
overturned a refusal from home secretary David Blunkett for an
inquiry requested by Zahid Mubarek’s family.

He was killed aged
19 in 2000 by his racist cellmate Robert Stewart, who was convicted
of murder and sentenced to life.

A Commission for
Racial Equality report found 20 separate failures in management
systems at Feltham, which is in west London.
