Bed-block fines off the Scottish agenda

The Scottish executive says it has no plans to introduce a fining
system for delayed discharges.

Under new guidance, older people in Scotland will be moved into any
available care home if they remain in hospital six weeks after a
needs assessment.

But Andy Sim, head of policy for Age Concern Scotland, said the
guidance would punish older people for the shortage of care home
places. Being forced to move to a care home not of their choice
could affect the mental health and well-being of the individual, he
added.

A Scottish executive spokesperson said financial support would be
provided to people who might have to travel long distances to visit
an elderly relative.
