Tender Advertisement

Block Contract(s) for Supported Living Services for
People with Physical Disabilities, Sensory or Cognitive
Impairment. 
Surrey County Council – Adults & Community Care
Service

The Adults & Community Care Service of Surrey County Council
(“A&CC”) has a strategy to purchase more
community-based supported living services in Surrey from private
and voluntary sector providers.  A&CC envisages a range of new
block contracts and will be inviting tenders for this purpose. 

We are seeking expressions of interest from any
organisations that have developed, are developing or will be
developing supported living services for adult residents in Surrey
who have physical disabilities, cognitive or sensory
impairment.
  The developments we are interested in must
include the provision of housing and appropriate facilities and
should include support workers but need not necessarily do so if
the organisation would permit A&CC to provide other contracted
support workers at the premises.

A series of invitations to tender are envisioned in due course. 
Tenderers for each tender process will be selected based on the
capacity, location and timing of proposed developments in Surrey,
as communicated to us in response to this advertisement. 
Respondents must therefore include a brief un-priced
description of their proposed or potential supported living
development with such information included.  Respondents should
note that:

• The Negotiated Tender Procedure will be adopted and the
Council reserves the right in accordance with Contract Standing
Orders to enter into post-tender negotiations on any aspect of a
tender.
• Tenders will be evaluated and awarded using the Most
Economically Advantageous Tender criteria.
• The Council reserves the right to award a single contract
or a series of contracts with one or more provider(s) or not to
make any award.

Contracts may only be awarded to service providers that are
listed on the A&CC database of approved providers.  Therefore,
if any respondents to this advertisement are not so approved, they
will be contacted immediately to initiate the approval process.  If
the approval process has not been completed in advance of a
relevant tender process, the provider may still be invited to
tender (at A&CC’s reasonable discretion), however, the
Council will not be bound to negotiate a tender with or award a
contract to any provider that is not approved at that stage in the
pre-contract process.

Please note that this advertisement does not
cover
contracts relating to housing provision by
Surrey’s District or Borough Councils; services that would be
procured under grant funded agreements; services required under the
Surrey Oaklands Social Care Change Programme; services that fall
within the Council’s “Supporting People”
programme;  or services for older people or people with learning
difficulties.

The closing date for our receipt of expressions of
interest is Friday 7th October 2005.
