Torbay has become the first area to set up a care trust in two years and the ninth in total.
The new body, which will replace Torbay Primary Care Trust, will assume Torbay Council’s responsibilities for commissioning and providing adult social care. It will also take charge of learning difficulty services for adults in Torbay from Devon Partnership NHS Trust.
The council will be assessed on the performance of social care services delegated to the new body.
PCT chief executive Peter Colclough will take charge of the care trust, which has a staff of more than 1,300 people.
