Tough new plans to target babies and young children in problem families were unveiled by Tony Blair yesterday. He said social workers should intervene much earlier to prevent children in “dysfunctional” families turning into problem teenagers.

Exclusive: Jack to basics for school kids
Scottish children will sit a new school leaving test on the three Rs under plans being drawn up by Labour.
It comes after first minister Jack McConnell admitted Scotland has a “core problem” with children lacking reading, writing and numeracy skills they need to get a job.
He claimed courses introduced in the last 20 years had lost sight of basic skills in favour of “problem-solving” said McConnell, a former maths teacher.
