Focus on Learning Difficulties

Many of the UK’s 1.4 million people with learning difficulties are gaining independence after years of institutional living. Now that most long-stay hospitals have closed we report on the next big challenge: to move nearly 3,000 people out of NHS residential accommodation, where they are legally classed as patients and have few rights.

But while aiming to get more people into the community, funding is a struggle for many councils as they face the highest budget pressures for learning difficulties services.
