Bill could end ‘postcode lottery’ in disabled services

A private members bill which would give disabled people the right not to be placed in residential care against their will completed its legislative passage through the House of Lords yesterday.

Lord Ashley of Stokes’ Disabled Person’s (Independent Living) Bill would also end the postcode lottery in the quality of social care and require agencies to pool funds to ensure better co-ordination of resources.

Other measures in the bill place duties on local authorities and the NHS to increase disabled peoples’ opportunities for independence.

The bill will now proceed to the House of Commons. Earlier this year over 150 MPs signed an early day motion in support of its provisions.
