Home Care Services – Invitation to Tender

Norfolk County Council Adult Social Services Department is seeking expressions of interest from suitably registered, qualified and experienced organisations that wish to be considered for selection to tender.

Home Care Services
The Council has developed a Service Specification for the provision of a wide range of personal care and support services for Older People (including the physically frail those with mental health problems) and Adults with a Physical and/or Sensory  Disability (excluding live-in care services and those provided by Learning Difficulty and Mental Health Partnerships).

Contracts in 4 Geographical Areas

Contracts will be awarded for a period of up to 7 years in the following areas:-

• Norwich Locality (2 block areas)
• Western Locality (3 of 8 block areas)
• Southern Locality (3 of 4 block areas)
• Great Yarmouth part of Eastern Locality (1 of 4 block areas)

Pre-Qualification
The first stage of the process will involve pre-qualification of provider organisations that are able to demonstrate relevant experience, a commitment to quality in their current provision and financial stability. Short listed organisations will then be invited
to submit tenders.

The Secretary of State for Communities and Local Government has indicated that she is minded to establish a Unitary Authority for the City of Norwich, which lies within the geographical county of Norfolk. If such an Authority is established, the contract arising from the tender or part thereof may be assigned to the new unitary authority or to a new joint body whether by Statutory Order or otherwise.
