Invitation to tender for block contracts for the provision of housing-related floating support to older persons

The London Borough of Hackney is inviting qualified and experienced organisations to tender for a total of four Supporting People block contracts for the provision of a housing-related floating support service in each of the Borough’s four neighbourhoods – Homerton, North East, Shoreditch and Stoke Newington – to Service Users across all tenures aged 55 years and over. The contracts will be let in the spring of 2009 for a period of three years, with the possibility of a further extension of up to two years, subject to satisfactory performance review and re-negotiation with the Council.

The Authority expects the successful bidders to deliver a service that will demonstrably enhance the quality of life for Service Users, and one that promotes fundamental values of privacy, dignity, independence, informed choice and rights for users across all religions, ethnicities, cultures and sexual identities. It will operate as part of an overall network of support, working closely with other professionals such as the Borough’s Care Management staff, the Primary Care Trust and other appropriate partners. The service will be flexible enough to respond rapidly to the Service Users’ changing needs, and to manage changes in number of Service Users.

Successful bidders will develop strategies in consultation with Service Users that will address existing users’ concerns and requirements. They are also reminded of the need to identify staff who are eligible for TUPE (Transfer of Undertakings (Protection of Employment Regulations) 2006) transfer, and to take into account their wishes.
