Provision of Universal Impartial Information, Advice and Guidance Services for Young People and Targeted Support for Young People

Wakefield Metropolitan District Council’s Family Services Directorate wishes to invite tenders for the provision of the following services for young people: Universal Impartial Information, Advice and Guidance Service for Young People and Targeted Support for Young People, comprising 4 services (i) Targeted Youth Service, (ii) Care Leavers/Looked After Young People & (iii) Lesbian, Gay, Bisexual and Questioning, (iv) Teenage Parents from suitably qualified and experienced organisations.
 
The Services will be a key aspect of the Council’s approach to providing information, advice and guidance support to young people 13 – 19 years and up to 25 years in the case of those with learning difficulties and/or disabilities, to fulfil their potential and engage in employment, education or training.

Current contracts are due to expire on the 31st March 2009. 

Tender 1 – Universal Impartial Information, Advice and Guidance Services for Young People

Delivery of this service will be through Personal Advisers operating within a range of settings within the Wakefield District. 

It is the Council’s intention to award a 3-year (with an option to extend annually for a further 2 years) contract, to a single service provider.  This will be effective from the 1st April 2009.

Tender 2 – Targeted Support for Young People – (i) Targeted Youth Service, (ii) Care Leavers/Looked After Young People, (iii) Lesbian, Gay, Bisexual and Questioning & (iv) Teenage Parents

These services will provide targeted support to vulnerable young people and be delivered through Personal Advisers operating within a range of settings across the Wakefield District.  This sits within the Integrated Youth Support Strategy and is intended to work in partnership with the Universal Impartial Information, Advice and Guidance Services for Young People.

It is the Council’s intention to award a 3-year contract (with an option to extend annually for a further 2 years), to either a single service or multiple providers.  This will be effective from the 1st April 2009.  Applicants may choose to tender for a single, multiple or all the services within this tender. 

Current Service Providers have indicated that Transfer of Undertakings (Protection of Employment) Regulations 2006 (‘TUPE’) will apply for both tenders.  The Council does not provide warranty, with regard to this statement.  Prospective applicants are advised to seek their own independent and professional advice on TUPE.

Tenders will be undertaken through the electronic ‘Supplier and Contract Management System ‘(SCMS).  This allows applicants to electronically download, complete and submit tender documents.
