Provision of out of school activity/leisure inclusion and inclusion in stay and play and childcare services

Wakefield Metropolitan District Council’s Family Services Directorate wishes to invite tenders for the provision of the following services for young people comprising two services (i) Out of School Activity/Leisure Inclusion (ii) Inclusion in Stay and Play and Childcare from suitably qualified and experienced organisations.

The Services will be a key aspect of the Council’s approach to promoting and providing for the inclusion of children and young people with disabilities and special needs. These services will provide targeted support and be delivered through a range of settings across the Wakefield District. This sits within the Early Childhood and Extended Services and Three Year Strategy for Disabled Children and/or those with SEN.

Tender 1 – Out of School Activity/Leisure Inclusion
This is a new Service within the Wakefield District therefore Transfer of Undertakings (Protection of Employment) Regulations 2006 (‘TUPE’) will not apply to this tender.

Tender 2 – Inclusion in Stay and Play and Childcare
The Current Service Provider haS indicated that Transfer of Undertakings(Protection of Employment) Regulations 2006 (‘TUPE’) will apply. The Councildoes not provide warranty, with regard to this statement. Prospective applicantsare advised to seek their own independent and professional advice on TUPE.

The current contract expires on 31st March 2009.

It is the Council’s intention to award two-year contracts (with an option toextend up to two years subject to annual review), to either a single service ormultiple providers. This will be effective from the 1st April 2009. Applicants maychoose to tender for one or both services.

Tenders will be undertaken through the electronic ‘Supplier and ContractManagement System’ (SCMS). This allows applicants to electronicallydownload, complete and submit tender documents. Full details relating to theservices are available via the system.
