Provision of an Independent Mental Capacity Advocacy (IMCA) Service, taking account of the Deprivation of Liberty Safeguards (DOLS) Legislation

Kent and Medway Adult Social Services invites experienced organisations witha proven track record of providing an IMCA service to tender for a contractto begin on the 1st April 09 for a 3 year period, with an option to extend.

The current service provision is 160 IMCA interventions per annum and it isanticipated that the need to provide IMCA services under DOLS legislation willincrease the number of interventions to 250 per annum.

Expressions of interest are invited via the South East Portal on www.businessportal.southeastiep.gov.uk

Details of how to access the electronic tender process, including the IMCA Termsand Conditions and Specification will be provided by electronic return on the portal.

The first stage evaluation process will focus on the following areas:

Capacity 33%
Quality 33%
Finance 34%

The second stage evaluation process will involve an interview/presentation panelwhich will be held in Maidstone, Kent on the 26/01/09.

We will require details of any Local Authorities/Health Services with which youcurrently provide an IMCA service in order to obtain feedback from them.

We require this information no later than the 31st December 2008 and detailsof how to provide this is detailed in the contract tender submission process.

The contract will begin on the 1st April 2009 and is for a 3 year period withpossible extension.

The closing date for completed tenders is at noon on the 14th January 2009.
