Hampshire Council has closed its 22 day centres for older people, people with learning disabilities and those with physical disabilities because of the heavy snow.
The council said it did not want to put service users at risk by transporting them in these conditions.
It runs eight day centres for older people, two for physically disabled people and 12 for people with learning disabilities.
The council has assured home care service users that they should receive at least one visit today, though has warned them that carers are likely to be delayed because of the wintry conditions.
The county has been one of the areas worst hit by the heavy snow that fell on central and southern England overnight and this morning.
