Personalisation chief John Bolton to leave Department of Health

The civil servant who has led on the implementation of the personalisation programme in England is to leave the Department of Health.

John Bolton, who has been director of strategic finance for social care at the DH for the past two-and-a-half years, will leave the DH at the end of the month to set up his own consultancy.

As chair of the DH’s transforming adult social care programme board, Bolton has led on the implementation of the three-year Putting People First agenda to personalise care in England. His departure comes just ahead of the two-year point of the programme.

Despite the coming election, the DH said that the “strategic finance director role will remain central to our reform programme” and that it would make an announcement on the future of the post shortly.

Bolton also wrote an influential paper last year on how councils can improve value for money in adult social care to deal with current and future public spending constraints, which focused on how authorities can reduce residential care use.

Care services minister Phil Hope said: “I would like to thank John for the great job he has done. He has achieved a great deal during his time in the Department of Health including the publication last year of the Use of Resources in Adult Social Care guide as well as leading the programme for the delivery of Putting People First.

“His expertise, skill and experience have been invaluable in this role and I would like to wish him all the best for the future.”

Bolton’s consultancy is called JRFB Ltd and his first contract will be to cover the role of director of adult care at Warwickshire Council on an interim basis.
