Leeds Council is scrapping its integrated children's system (ICS) after a critical Ofsted report in January which labelled it "unfit for purpose" and "wasteful".
Local newspaper reports have claimed the move will cost £2m. Although the council has denied this, it has refused to disclose the actual cost.
A council spokesperson said: "We were aware that the first system was cumbersome and we have been making improvements over the past few months to make it easier for staff to use.
"We know that we need a state-of-the-art system and that is what we are looking to provide. However, this will take some time and we are working with other departments in the council on different options to get the most appropriate system for our needs."
The spokesperson said a new system would not be fully implemented until 2011.
