Social services departments have experienced 'confusion and lack of certainty' interpreting Department of Health conditions on the use of community care funding, says a study of the first two years of the community care system conducted by the Chartered Institute of Public Finance and Accountancy.
Since April 1993, funding for clients who used to receive benefits for residential care has been channelled to social services departments via the Special Transitional Grant.
A condition to this funding was that 85 per cent of it should be spent in the independent sector for the first two years of the new system and 72 per cent this financial year. The CIPFA report says authorities have had particular difficulties with this, partly due to lack of clarity in determining whether an independent body is providing a community care service.
