An inquiry into one of Scotland's biggest sex abuse scandals has concluded that the protection of children in the care of local authorities needs a major shake-up.
The inquiry was commissioned by Fife Council following the conviction of a former care worker for abusing 18 boys at St Margaret's Children's Home and Linwood Hall School between 1960 and 1985, both in Fife.
Key proposals included: the introduction of a whistleblowing policy, all allegations by children in care to be fully investigated, and more stringent background checks on residential child care staff. The report also found that social workers made infrequent visits to children in care.
