The Commission for Racial Equality has denied that its draft codes of practice on public authorities' duty to promote racial equality will lead to a flood of discrimination claims from employees.
Emma Burrows, head of the employment group at social law firm Trowers and Hamlins said the obligations would be "like honey to a bee" for some public sector staff.
But CRE director of policy Sara Marshall said it was "pretty offensive to see new laws and codes designed to promote racial equality described as being a lever of bringing litigation, regardless of merit".
The CRE's codes give guidance on the general and specific duties tied to the amended Race Relations Act 2000, which became law last year.
