The biggest-ever consultation on social services in Wakefield has been condemned by Unison as an insult to the public.
More than 10,000 consultation books were sent to residents asking them to agree or disagree with a series of nine statements.
One said: "We should make sure vulnerable people are supported and protected," which was backed by 98 per cent of respondents. And 97 per cent agreed that: "We should make it easier for people to find out about the services they need."
Unison spokesperson Donal Mullally said that the questionnaire was a "cynical and clumsy" attempt by the council to show the public would support its proposed changes following a joint review.
But the council's chief officer for housing and social care Elaine McHale said: "There was broad support for a new strategic direction and the need for change, but people also picked out key issues which we need to think about carefully when we implement any changes."
