The government has issued a new consultation document on the provision of effective adoption support.
The document will form the basis for new regulations on adoption support to be introduced under the Adoption and Children Bill in April next year.
Health minister Jacqui Smith said: "We know that at the moment the provision of adoption services across the country is patchy and inconsistent.
"Better more comprehensive support will help to improve the success of adoptive placements," she said.
