A senior policy adviser to London mayor Ken Livingstone told a conference last week that the public sector was failing to address inequalities as a service provider and an employer of ethnic minorities.
Drawing on a report by the Greater London Authority, Lee Jasper said the low numbers of people from ethnic minorities in managerial positions affected service delivery and raised questions about how effective the public sector has been in implementing equal opportunities policies.
