Most prisoners at the young offenders institution and remand centre in Reading have too little meaningful work, according to Anne Owers, chief inspector of prisons.
"There is a need at Reading to build resettlement, purposeful activity and respect for prisoners' basic needs into the culture of the establishment," Owers said.
The report identifies the need to develop an effective anti-bullying strategy. It also recommends improved conditions, an evaluation of staff training and the introduction of interventions known to protect against re-offending.
However, inspectors did find that many of the previous inspection's recommendations had been followed up and that Reading was a safe place overall.
