Paul Goggins has been appointed minister for prisons and probation at the home office, and has also taken on responsibility for young people, replacing Hilary Benn.
Benn has been promoted to minister of state at the department for international development.
Goggins has been a parliamentary private secretary at the home office since 2001, and is MP for Wythenshawe and Sale East.
Originally from Manchester, he was a social worker for 15 years, working mainly with young offenders. Between 1984-89 he was director of a community-based alternative to custody for juvenile offenders with children's charity NCH.
Prior to his election Goggins was director of Church Action on Poverty, a national church-based campaigning organisation, and was a councillor in Salford from 1990-1998. He is also currently secretary for the all party parliamentary group on poverty.
