Scottish councils to miss housing target

The lack of affordable rented housing being built by the Scottish executive could threaten the implementation of the Homelessness etc (Scotland) Act 2003, housing organisations have warned.

The Chartered Institute of Housing in Scotland and the Scottish Council for Single Homeless predicts in a new report that local authorities will struggle to fulfil their statutory duties to give every unintentionally homeless household the right to permanent accommodation by 2012 without increased funding.

CIH in Scotland policy and public affairs officer Nick Fletcher said the interim findings of the executive's affordable housing review were "wide of the mark".

He said that the executive plans do not take into account the major legal changes in the homelessness act.
