Teenagers 'neglected' by reform to services

The government's children's services reforms have neglected teenagers and it is vital that the youth green paper fills the gap, according to a youth charity head.

Rainer chief executive Joyce Moseley said that social services, education and health had little to offer teenagers. She said: "I'm really fearful for 15, 16, 17 and 18 year olds in the era of children's trusts. We risk losing a cohort of young people."

Moseley added: "We await the youth green paper to see if that rebalances the agenda towards older adolescents."

The green paper is expected to be published by early March.
