Contracted-out employees win improved terms in Wales

New employees working on contracted-out social care services in Wales will be offered terms as good as those given to existing staff.

The Welsh assembly hopes the code of practice, which the Confederation of British Industry has signed, will end the two-tier workforce in the public sector and put Wales on an equal footing with England.

Staff transferring from the public sector to another organisation will keep their terms and conditions. Staff recruited later will be employed on a package that is no less favourable.

Unions have long complained about the disparity in some organisations - usually in domiciliary and residential care services - between transferred and new employees' terms.
