Lords want register to be put in bill

Peers are again calling on the government to set up a register of private foster carers.

Conservative peers Earl Howe and Baroness Morris of Bolton last week tabled amendments to the new Children and Adoption Bill calling on councils to keep a register of people who act as private foster parents in their area.

The government inserted a sunset clause into the Children Act 2004 allowing it to establish a register at a later date if councils did not put in place other safeguards.

Other amendments to the bill focus on ensuring children's safety when contact arrangements are made.
