One in four councils in England has a one or no star rating for social services, new figures from the Commission for Social Care Inspection show.
Zero rated authorities in 2005 are Isles of Scilly, Plymouth and Sandwell.
The star ratings show more councils improving this year, compared to last.
Blackburn with Darwen, Kensington and Chelsea, North Lincolnshire and Westminster all lost their three star status, and are now two star authorities.
"The overall picture in 2005 is one of improvement. But 25% of councils are still only achieving one star, or none at all. Furthermore, 10 councils have this year fallen to a one star rating, and one has fallen to zero stars. This is unacceptable," said CSCI chief inspector David Behan.
