A public inquiry into the death of Zahid Mubarek will report today about the circumstances surrounding the 19-year-old's death at Feltham Young Offender Institution.
Mubarek was placed in a cell at the YOI with known racist Robert Stewart who battered Mubarek to death with a table leg in March 2000.
A public inquiry heard evidence about racism, poor management and even allegations of staff deliberately placing black and white inmates in cells together in Gladiator-style games.
It began in November 2004 and the inquiry chairperson Mr Justice Keith heard from 62 oral witnesses, received 143 witness statements and considered a more than 15,000 pages of documentary evidence.
The report will be published later today.
