Bradford councillors will be urged next week to reject their leaders' proposals to restrict eligibility criteria for adult care to people with substantial or critical needs.
Deputy lord mayor John Derek Godward has tabled a motion recommending that Bradford's executive rejects the proposals.
He is being backed by fellow Labour councillor Ian Greenwood, who said the council's plans were "unacceptable" because 6,000 people would lose access to services.
Bradford has 36 Labour councillors and 33 Conservatives, who back the proposals. Greenwood said the outcome would depend on the 13 Liberal Democrat councillors.
