Campaigners fear the green paper may not apply to unaccompanied asylum-seeking children.
Refugee Children’s Consortium chair Lisa Nandy said she was worried the government might introduce legislation to take unaccompanied asylum-seeking children out of the care system.
The green paper mentions asylum- seeking children on seven occasions, for example in the foster care proposals, but does not include detailed plans.
Home Office reforms to care services for unaccompanied asylumseeking children are likely to be published last next month.
