The mother of a 16-year-old boy who committed suicide in custody plans to take her case for a public inquiry into his death to the House of Lords after losing an appeal.
Yvonne Scholes, whose son Joseph died at Stoke Heath Young Offender Institution in 2002, failed this week at the appeal court to overturn the home secretary’s decision to refuse to hold the inquiry.
Two judges dismissed Mrs Scholes’ claim that the home secretary’s decision violated the European Convention on Human Rights.
