The effectiveness of the Supporting People programme could be measured under the same five outcome indicators as those used in the children’s services Every Child Matters.
According to a Department for Communities and Local Government briefing paper published today, the five outcomes for Supporting People are being tested to measure eight mini-pilots.
The outcomes are: achieve economic well-being; enjoy and achieve; be healthy; stay safe; and make a positive contribution. Each outcome is broken down into performance indicators, such as managing debt or maintaining accommodation, in pilot forms which accompany the briefing.
The document says the outcomes framework needs to support independence overall rather than focus on the Supporting People programme itself.
