Councils have made 26 bids to create new unitary local authorities, the government has revealed.
The government invited the bids from authorities in two-tier areas in its local government white paper published last October.
Unitary authorities are responsible for all council services in their areas, combining county councils’ responsibilities for children’s services and adult social care with district authorities’ housing duties.
