Research carried out by the National Centre for Excellence in Residential Child Care and the Social Care Association has found that 69 per cent of voluntary sector providers of residential childcare are not getting a sufficient number of referrals.
The study, involving 76 providers and 20 commissioners, also found that 58 per cent of providers have experienced a drop in occupancy levels over the past two years, and half believe they have a poor position in the market.
Over 50 per cent of commissioners cited cost as the determining factor in choosing placements and the majority of providers and commissioners considered price to be more of a motivator now than in the previous two years.
