When set up in 2002, CAT, as it is known, was to help health and social care agencies tackle the problems of patients staying longer than necessary in hospital. Since then its remit has widened and it now offers advice and support on a wide range of matters that affect the care of older people. It now falls within the Care Services Improvement Partnership (qv).
