Starting work in 2002 and now within the purview of the Care Standards Improvement Partnership (qv), NIMHE is seen by the DoH has a “key resource” in the reform of mental health services as set out in the White Paper Modernising Mental Health Services. The particular role of the institute is the co-ordination of research, training, service development, and professional practice. It intends to learn from the experience of service users and carers so that such knowledge may be disseminated nationally, regionally and locally. It sets its work in the context of social exclusion, evidence-based work and community understandings, and is concerned with mental health for people of all ages. It takes into account complex health needs, such as mental health and learning difficulty.
The institute has a small administrative centre, eight development centres (“the engine room of NIMHE”, it says), work programmes, and a national research network. It works not only with health and social services and the voluntary sector but also housing, leisure, criminal justice, employers, education and faith communities. The centres are concerned with implementation, dissemination and the development of knowledge and skills in priority areas. It works on time-limited programmes on specific topics.
