The Every Disabled Child Matters campaign is calling on councils to include an indicator on disabled children in their local area agreements.
It urged councils and their partners to select the indicator as one of 35 for their LAA - under which local areas are given funding freedoms to pursue targets agreed with government. There are 198 targets to choose from in the national indicator set.
Campaign manager Steve Broach said: "Disabled children have never before been a priority for local government, which is one of the reasons disabled children's services have been patchy and inadequate for so long. The new indicator is the chance to correct this - if local authorities choose to make it a priority."
