Ofsted has launched a consultation on whether it should start publishing inspection reports on children's homes on its website.
Currently, the inspectorate publishes all other reports but has so far seen children's homes as a special case because of residents' vulnerability. Reports are available to people on request, with the address of the home and any content that may identify any child removed.
But it is now saying that publication could help drive up standards and give councils, placing officers, children and other interested parties easier access to information.
Children's rights director Roger Morgan, whose role is to consult looked-after children about services, is running a consultation for children on the issue.
The consultation period runs until 16 September.
