The Association of Directors of Social Services Cymru has voiced concern after Wales's first minister suggested reducing the number of social services senior managers by merging directorates across authorities.
Rhodri Morgan aired the radical suggestion last week in a speech to the National Social Services Conference in Cardiff, organised by ADSS Cymru.
The first minister asked delegates: "Just because we have 22 local authorities in Wales do we necessarily need 22 separate social services departments?"
Jon Skone, director of social care and housing at Pembrokeshire Council and honorary secretary of ADSS Cymru, said: "We were surprised by the first minister suggesting that there was no need for 22 social services departments."
He added that ADSS Cymru would seek clarification with the Welsh government on Morgan's statement and hold discussions with the Welsh Local Government Association, which represents councils in Wales.
