Negative media coverage and public opposition are hampering some local authorities' plans for gypsies and travellers, according to a study of six areas published today.
Opposition from the media and public "reinforce each other" to create hostility, leading to councillors in one local authority area voting against proposals.
The Joseph Rowntree Foundation study found that close liaison with the local media, leadership and political will were "critical" for ensuring effective practice.
Good management of gypsy and traveller sites also improved the perception of the travelling community.
