Charity Age Concern has called on the Conservatives to outline their policies on social care, arguing that it will be the most significant issue over the next 20 years.
 
Patrick South, head of public affairs, said the Tories had yet to spell out how they would reform social care.
 
At a fringe session on personalisation yesterday, South said that individual budgets were not a "panacea," adding that they had to be linked to improvements in the quality of providers.
 
Julie Jones, chief executive of the Social Care Institute for Excellence, said evidence from around the world had shown that personalisation of services did not make service users less safe.
 
She went on to say that one of the major challenges for the personalisation agenda was making sure the workforce supported the changes.
