Council and housing associations are not making full use of measures designed to tackle racism. Probationary tenancies, anti-social behaviour orders, injunctions and multi-agency working are available sanctions that are not being used enough, according to consultants Lemos & Crane.

They say landlords and housing officers are insufficiently aware of the options, and continue to give dealing with racism a low priority.

However, the consultants accept that most landlords provide basic support mechanisms like panic buttons.
