Continuing over-representation of BME groups in mental health system

Despite a major government initiative to tackle it, nothing much seems to be happening when it comes to the over-representation of black and minority ethnic people in the mental health system in the UK.
Does this mean that the approaches which have been taken to tackling this disparity are based on the wrong assumptions or are just not wide ranging enough? As far as I'm aware we are still not really sure why so many people from BME communities end up in the mental health system. Surely this has to be a priority for a serious piece of research.
