I spotted this story on WalesOnline.
It seems like quite a fairly reported story, even though the council can say nothing more than "we can't comment on individual cases" at the end of the story.

I didn't get the impression, as I sometimes do with these kind of stories, that the newspaper is coming down on one side without necessarily having all the facts.

It seems to me that local newspapers are often more responsible in their reporting than nationals. But you may disagree with me...
